What can we do about open weight models enabling non consensual intimate imagery?

Proposal status is Approved
Session Description

Our recent research into AI generated non consensual intimate imagery(NCII) has shown that open weight models such as Stable Diffusion and Wan, and model hosting websites such as Hugging face are key pieces of the infrastructure that enables the generation of NCII. It is harder to dismiss the role of these components as mere tools used to wrong ends when the predominant use is gendered and sexualized- in April 2026, over 60% of the models on Hugging Face that use an image to generate a video based on a text prompt were for generating sexual scenes. All the models with the word Desi on CivitAI are devoted to generating images of women. Policies that mandate that the images used on different sites be consensual cannot be enforced.

Our commitment to open source in AI should also be matched with a commitment to make the ecosystem as safe as possible. After briefly introducing the findings from our investigation, I will describe the options available to mitigate risks from open source in AI in the generation of non consensual intimate imagery. This is still an evolving space and the talk will conclude with unanswered questions that the open source community can be deliberate on together.

Key Takeaways
  • How open source interacts with the ecosystem of non consensual intimate imagery

  • The human impact of non consensual intimate imagery

  • The distinct challenge for India, as a country that doesn’t control the AI value chain

  • Risk mitigation strategies for open weight models

  • The effect of policies on model hosting platforms
