I’d like to present the Telangana State MeeSeva Oracle-to-PostgreSQL migration as a factual, replicable case study to an audience spanning government IT leadership, enterprise database teams, and the global open-source community. The talk would accomplish three things:

For the open-source community: Contribute a significant government migration case study to the PostgreSQL and Ora2Pg ecosystem, reinforcing the viability of open-source databases at national scale.
For database professionals: Provide a technically honest account of the migration process, the role of Ora2Pg, what required manual effort, and what they should plan for in their own migrations.
For government CIOs and IT directors: Demonstrate that PostgreSQL is production-ready for large-scale, mission-critical citizen services, with real numbers, real challenges, and real cost savings.

I’ll keep it factual, technical and honest. A practitioner’s account of what happened, what went wrong, what went right, and what others can learn from it.
